At the core of Congespro Inc. is Nizar Badran, a Professional Engineer (P.Eng.), Project Management Professional (PMP), and seasoned project controls leader with over 30 years of experience delivering complex capital projects across mining, metallurgy, infrastructure, petrochemical, and water treatment sectors.


Nizar has led and supported major brownfield and Greenfield projects across North America, the Middle East, and internationally—bringing deep expertise in strategic planning, earned value management, quantitative risk analysis, scheduling, cost control, and portfolio-level governance. His leadership has shaped high-value programs ranging from large-scale mining developments to multi-billion-dollar tunnelling and infrastructure projects.

Senior Project Director & PMO Lead | October 2021 – Present


Senior Lead Project Controls Officer (PCO) | October 2021 – Present

  • Leads planning and project controls for the Montreal Metro Blue Line Extension, including 5 stations and a 5.8 km TBM tunnel (CAD $6.4B).
  • Manages integrated planning, scheduling, staffing plans, and earned value management systems (EVMS).
  • Develops Level 3 schedules covering engineering, procurement, construction, pre-commissioning, and commissioning.
  • Oversees progress measurement, reporting dashboards, trend analysis, and performance forecasting.
  • Leads qualitative and quantitative risk analysis workshops and Monte Carlo simulations.
  • Presents final schedule and cost risk analysis reports to executive leadership.


Project Controls Specialist and Risk Contol Analyst  | January 2025– Until Now

  • Led estimating, scheduling, document control, and risk analysis for industrial pilot projects.
  • Conducted quantitative cost and schedule risk analysis (QCSRA).
  • Coordinated with engineering consultants to ensure alignment of cost and schedule baselines.
  • Delivered performance reporting to owners and stakeholders.

  • Managed PMC team for the Al Wash-Hi Majaza Copper Project (Oman).
  • Coordinated engineering, project controls, contract administration, HSE, and document control functions.
  • Led Project Execution Plan (PEP) development and implementation.
  • Established WBS, scheduling, progress measurement, earned value, and reporting frameworks.
  • Led schedule and cost risk analysis and change management processes.

PECC Manager & Senior Project Controls Manager – Raglan Mine (Glencore) | 2011 – 2015

  • Led project controls for a sustaining capital portfolio of 50+ mining projects.
  • Implemented earned value management, cost forecasting, risk analysis, and portfolio reporting.
  • Supported EPCM studies, baseline development, contractor schedule reviews, and payment approvals.


Senior Project Controls Manager / Senior Lead Planner | 2002 – 2011

  • Developed integrated master schedules for EPCM, mining, and industrial projects.
  • Led CPM scheduling, cost-loaded schedules, earned value reporting, and delay analysis.
  • Supported project proposals, feasibility studies, and execution planning.
